v3r8 remaining hotfixes

Christina Agapopoulou requested to merge v3r8_fixes_tobemerged into master

Hotfixes being used in HLT1 production (v3r8) and not already merged. Includes:

  • pre/post-scales for OneMuonTrack, ODINNoBias, Passthrough & VeloMicroBias lines
  • no muon sequences
  • tae_passthrough sequences
  • TAE passthrough enabled by default in HLT1.py
  • extended velo alignment routing bits

Used to also include a 0.01 post-scale for Bs2GammaGamma, still being used in v3r8 but I'm removing it given a tuning of physics lines will be available soon.
