Draft: Add HLT1 and HLT2 reconstructed PVs comparison

Add option file to compare PVs reconstructed in HLT1 and HLT2, to be run as qmt test. PVs are currently matched if reconstructed within 5 (Rec) sigmas in x/y/z, covariance comparison has to be added

MR is draft since test is currently failing when running on Sim10aU1 sample and studies by @adudziak and @mgiza are ongoing to understand the differences

Goes with Moore/!XYZ
