Added a coefficient based window for the fill candidates.

As suggested by @ahennequ , implemented a window search based on hit Z. Slightly improves reco efficiency of Velo.

  • Removes variable Velo::Tracking::phi_extrapolation.
  • Introduces variables Velo::Tracking::phi_extrapolation_base and Velo::Tracking::phi_extrapolation_coef.
