One T-Track cosmic line

Volodymyr Svintozelskyi requested to merge vsvintoz_cosmic_ttracks into master

This MR introduces a one-track T line for use with cosmic. The line selects tracks reconstructed by Hybrid Seeding with chi2X and chi2Y better than the 95 percentile.

In addition, it includes Hlt1OneMuonTrackLine, HltSelReports, and HltDecReports into the cosmic sequence.
