Draft: Add check whether muon track is within UT acceptance

Replicating code in https://gitlab.cern.ch/lhcb/Allen/-/blob/master/device/UT/compassUT/src/UTSelectVeloTracks.cu#L57-72 a check is added to be able to enforce Muon stubs are within the UT acceptance.
