New decoding for plume

Eugenia Spedicato requested to merge new_decoding_plume into master

Decoding of plume with new firmware. The HLT1 decoding is now ready for v1,v2,v3,v4 of plume firmware. ADC counts are now floating objects instead of integer.

To be tested with Moore!3112 (merged)
