Fix SV filter and fit in Allen

Christina Agapopoulou requested to merge fix_sv_filter into master

There was a missing check for the max number of SVs that can fit in the output of FilterTracks.cu . This was causing crashes in the PbPb data-taking. The issue is addressed and the maxSVs constant increased by a factor 5.
