Removed bx_type filter from lumi_summary

Christina Agapopoulou requested to merge fix_lumi_filters into master

Right now, in the HLT1 PbPb sequence, EE and EB events default to the max lumi counters, same as events outside the GEC. This MR makes sure counters for EE and EB events are calculated properly.
