Better cindex detection for cvmfs builds

Roel Aaij requested to merge better_cindex_detection into master

Don't use the bundled (clang12 version of) cindex if a (newer) version is provided by LCG.

As a added benefit, this will fix the armv8.1_a-el9-gcc13 builds.
