Better HLT1 persistency

Christina Agapopoulou requested to merge fix_persistency into master

This MR:

  • adds Allen::synchronize(context) at the end of the DecReports and SelReports kernels which have asynchronous copies from device to host . This ensures following consumer algorithms will not run into not-yet-filled inputs.
  • Groups all persistency algorithms in a persistency_node so that the definition across different sequences is uniform.
