Draft: Add StdInfo validator

This MR provides a consistency check for the StdInfo SelReport sub-bank. The StdInfoValidator saves info from the persisted objects and compares the values to those saved in the StdInfo bank. If the values are different, the StdInfo bank is inconsistent.

This test is sensitive to bugs like the one reported in #513.
