Reduce SMOG rate impact

Increase prescales and pT thresholds to reduce SMOG rate impact

This is a coarse iteration, which will be followed by a finer one once the new version of the pp bandwidth division will be merged and on our side we'll have a precise measurement of the expected nu with the considered Ar flux.

As this is using the new Chi2Corr, has to be rebased and go after !1446 (merged)

Reference updates are expected as I am removing "_" from line names are required by Tim
