Change 5 most significant bits of raw bank source IDs

Thomas Boettcher requested to merge thboettc_raw_bank_sourceid into master

Partially resolves LHCb#221 (closed). Sets the 5 most significant bits of the source IDs of HLT1 DecReports, SelReports, and LumiReports to 31.
