HLT1 updates for 2024 pp startup

Christina Agapopoulou requested to merge updates_for_startup into master

For the startup of the 2024 pp data-taking:

  • remove activity filtering on TAE, to facilitate SD time alignment - special trigger configurations are added for the muon TAE run (both with velo and long track activity, and with RETINA/SP)
  • Increase the VeloMicroBias post-scale from 1e-4 to 1e-1 (cc @mfontana )
