Scripts and code used for the performance scans in the review document

updates the scripts with new input directories and options, at some point this stuff has to stop being hardcoded.

Also updates the plotting script to the one used for the review document.

This also ended up including my changes to allow the GEC to have a lower and an upper limit, and then also changes to the track checker categories for very high PT tracks and for tracks from charm signals in the VeloUT and Forward categories.
