[TAE] Fix bug for event number in batch equal to TAE window

Roel Aaij requested to merge ra-fix-tae-third-event into master

@cagapopo noted that a TAE event where the central event is at an index in a batch equal to the size of the tae window would not be accepted. This fixes that issue.
