Allen monitoring ND histograming

Valerii Kholoimov requested to merge dev_kholoimov_monitoring_histogram_2d into 2024-patches

Introduces the possibility of using ND histograms based on the new Allen monitoring ( !1483 (merged) ) and extend monitoring framework implemented by @ahennequ
