Enabled UTError and Fixed UT LHCbID

dtou_uterror_and_lhcbid_fix into dtou_ut_clustering
  1. Enabled UTError.
  2. Used integers instead of float to calculate LHCbID to avoid inconsistent LHCbID due to floating point rounding.
