Fix the momentum parametrization

Jiahui Zhuo requested to merge jzhuo_fixMomentumParams into 2024-patches

The new parametrization is computed with Sim10aU1 MinBias using only MC generation info, ignoring the detector response. Using true MCHits to obtain the expected track state at the end of Velo and the state at the end of SciFi, then fit the parametrization. The fit results are:
