Remove dedicated IP cut code

Vava Gligorov requested to merge vava_cleanup_pv into master

The cleanup continues. We should no longer support making IP cuts in this kind of hardcoded way, instead we should provide a modular way to use the IP and IPChi2 cuts implemented in the track to PV association code. This is a good moment to clean up to avoid using this kind of code as we build a somewhat expanded portfolio of selections and "special use case" sequences in the 2nd half of the year.
