Add velo microbias sequence for MagOff run

This MR adds two HLT1 sequences:

  • velomicrobias for running with MagOff.
  • odin_lumi for the mu=10. run.

The velomicrobias sequence only runs an un-prescaled VeloMicroBias line (with a bb filter) and the TAEPassthrough line.

If run in the 72b fill, the expected bb rate is 700kHz + 70Hz of TAE, this can be seen as an upper limit of the HLT1 output rate.

The odin_lumi sequence only includes the 2 ODIN lines
