Reviving the parametrised Kalman filter

This MR adapts the existing parametrised Kalman filter to the current event model. Using the parametrised Kalman filter on long tracks improves momentum resolution, mass resolution and ghost rejection using the chi2 of the tracks.

Currently at a 5-6% decrease in throughput for forward_then_matching_and_downstream config. No longer runs as default in the current state - cannot compare the throughput with the default pipelines.
