enable MagUp qop parametrisation by default

Christina Agapopoulou requested to merge enable_magup_default into 2024-patches

It's foreseen to have MagUp for the next month, so I'm changing the default parametrisation to the MagUp one, to simplify operations.

For the medium-term, I will prepare a condition-dependent version of this. Hopefully a unified parametrisation for MagUp and MagDown will also be found for the future.
