Use sparseCCL for velo clustering

SparseCCL algorithm was introduced in !1679 (merged) but never enabled. This MR aim at evaluating the impact on throughput and physics as well as doing comparison with HLT2 decoding.

Also update veloSP_validation to use correct MC data. Closes #579 (closed)
