fix debug compilation and secondary vertex fit for no PVs

Debug compilation works again. @thboettc computationally fixed the case of zero PVs in an event for the secondary vertex fit. For now these events are skipped. The proper treatment for this case will be implemented in the future, see issue #97 (closed)
