HLT1 PbPb hotfixes

Christina Agapopoulou requested to merge v4r16p2-hotfixes-for-patchrelease into 2024-patches

Copy of https://gitlab.cern.ch/lhcb/Allen/-/tree/v4r16p2-hotfixes?ref_type=heads , which contains modifications that were placed in the form of TCKs for the PbPb data-taking.

Various TCKs were produced from this branch, but the final configuration (which is captured in this MR) is the equivalent of TCKs 0x100010b6 and 0x10001b7

There's only one difference wrt data-taking : DisableLinesDuringVPClosing is set to False given the issue with the mask in Allen-via-Moore.
