Relax prescales on Hlt1 DrellYan lines

We found out that there is a large overlap in the rates of the Hlt1DrellYan line and the latest HighMass lines. Meanwhile, for analyses it's very convenient if one HLT1 line can capture the full mass range. In particular, the Drell-Yan lines include the same-sign combinations, needed to estimate backgrounds.

This MR relaxes the prescales from 20% to 40% for the low mass range.
