Propagate Parameterized Kalman Filter state to beamline
Adds propagation of parameterized Kalman filter state to the beamline so that the states are defined at the same point as the VELO-only kalman filter state. This is necessary in order for trigger lines that select based on track position to behave consistently with both Kalman Filters.
TODO: Add gitlab CI test on SMOG with parameterized Kalman Filter.
Resolves the main physics issue of #582
