Remove ut and PbPb open VELO tests from master

Ci cleanup was meant to be part of !1893 (merged) , for which some developments are though still needed. As ci-testing in Allen is getting very slow, its cleanup is anticipated here

In total, 17 tests are removed from master, which should hopefully speed-up significantly all pipelines
