Add protection to NoUT input
The Allen tests have failed in the last nightly tests.
The new UT decoding lacks protection against NoUT input, which may cause issues during data-taking when UT is not in the global. This has no impact on tracking performance, it simply skips decoding when there is no UT rawbank.
I tested this on top of NoUT data, and it doesn't trigger any segfaults after the fix.
