Draft: Gaudi Ntuples Service

Goal of this MR : provide Allen to access the Gaudi NTuple Service

1 - First task:

  • The two services are replaced by the Gaudi service locator ISvcLocator.
  • AllenUpdater and zmqSvc initialization inside 'allen' function (in allen.cpp) just to check the behavior.
  • The arguments of the caller in allen.py (in Dumpers/BinaryDumper/options) are obviously modified.
