ParKF: Also load constant in when running Allen-via-Moore (!1970) · Merge requests · LHCb / Allen

When running Allen-via-Moore a segfault was created because the parameters are not loaded.

This MR fixes this and introduces a some additional warnings.

I propose test coverage for the with_parkf sequences in Moore!4775 (merged), though I'll leave it up to the experts if this is a good idea.
