Add warning for incorrect VELO decoding in HLT1

Add an additional warning when incorrect VELO decoding is run in HLT1. This is expected to trigger an alarm in the CR to prevent running incorrect VELO decoding in HLT1.

Add additional counters to the VELO decoding algorithm to count the number of unexpected VELO rawbanks. This counter will serve as a data point to trigger an alarm in CR for VELO firmware mismatches with the HLT1 sequence.
