Hlt1 Configuration for light ion configuration

Hlt1 lines used for physics are only requiring one track from collider region or smog and are unprescaled (EM background much much lower than PbPb case) Event size is lower compared to PbPb We prepared some sequences with global prescaled to 0.5 in case we underestimate rate/event size

To do: adapt prescales of calibration lines (alignment, lines for monitoring of VELO closing, etc) to the expected interaction rate from LHC (to be confirmed).

Note this MR requires the bug fix in !2068 (merged).
