Increase minimum z for BGI lines (from -2000 to -3000) to try seeing second OO satellite

As the cut is not exposed in HLT1.py and the lines in the LightIon sequence are just imported from there, the change is effective for pp as well (which is fine, as cross-checked with @efranzos). No large increases in the rates are expected.
