Draft: RICH photon reconstruction

This MR continues the work on 1698!

While 1698 remains under review, this is just to make some progress on the next steps while the CI system is back and we can close the previous MR.

The idea here is to use information from the RICH track states and RICH photon detector pixels to reconstruct photons following the Quartic Newton Rhapson numerical method. This text will be edited incrementally and these are just initial, untested steps.
