Two fixes for ErrorEvent line

  • Fixes the PVMonitor for the dummy HostBuffers created for ErrorEvent slices - number of PVs was not previously set to 0
  • Fixes the assignment of the index for the ErrorEvent line - previously was choosing the last SpecialLine in the tuple

This MR currently uses "PassThrough" instead of "ErrorEvent" for the name of the line. If it's merged into allen_tdr_add_true_passthrough, then the name needs to be updated appropriately.
