Allow MDF provider to provide single events

Roel Aaij requested to merge raaij_single_event into allen_tdr

Also fix error event line name in RunAllen and SourceID of Allen DecReports.

@dovombru The HltDecReportsDecoder needs to be explicitly configured to decode with SourceID=1 if the framework doesn't do it.
