Docker centos

Fixing docker image and add building to ci pipeline. @dcampora, could you please check why runner is not privileged to run docker service?

Does running the commands in a shell by hand in a centos7 runner node work?

Same thing works in Lhcb/Monet repository. And it doesn't depend on runner rather on permissions. https://gitlab.cern.ch/lhcb/Allen/-/jobs/7339912 9 *** WARNING: Service runner-Shmzn2GP-project-38633-concurrent-0-docker-0 probably didn't start properly.
