Enable back Debug on CUDA

Daniel Campora Perez requested to merge dcampora_allen_tdr_make_debug_great_again into allen_tdr

This MR enables back to compile with -DCMAKE_BUILD_TYPE=Debug when building for TARGET_DEVICE=CUDA (the default target).
