Fix chi2/ndof cuts

Thomas Boettcher requested to merge allen_tdr_fix_chi2ndof into allen_tdr

Aligns chi2/ndof cuts in selections with Moore. For 1-track lines, these are added to the selection itself. For 2-track lines these are handled using FilterTracks. This is possible because there is exactly one cut value for muons and one for non-muons. This is a placeholder that we'll ultimately need to change.
