WIP: Allow Allen to be built as a Gaudi project for the GPU

Roel Aaij requested to merge raaij_gaudi_cuda into master

This build works with the x86_64-centos7-clang8 binary tags.

Other changes:

  • Changes needed to declare counters and histograms to the MonitorSvc.
  • Fixes to ODIN for MEP layout
  • Allen-specific copies of ODIN and RawBank to allow building with C++14
