Functionality for DecReport reading test in Moore

Dorothea Vom Bruch requested to merge dovombru_print_line_rates_in_moore into master

Print selection rates when calling Allen from Moore.

Return DecReports as HltDecReports object from RunAllen. They can then be used as input for the HltDecReportsWriter.
