Update RawBank.h

Dorothea Vom Bruch requested to merge dovombru_update_LHCb_RawBank into master

Updates Allen/mdf/lhcb/Event/RawBank.h to recent changes in LHCb/Event/DAQEvent/Event/RawBank.h.

We should think of a better solution for tracking changes of the header file in LHCb or how not to duplicate it for standalone Allen compilation.
