WIP: Update the call Allen from Moore-related instructions

Accounting for recent changes in HltEfficiencyChecker/MooreAnalysis and Moore!378 (merged), the instructions need to be updated in the relevant readme here. This is just documentation changes so shouldn't require much testing.

  • Update the rest of this readme and the general set-up instructions (doesn't Allen come for free with the full stack now?
