Add option to write TCK to HltDecReports and fill passed_event_list

To obtain Hlt1SelectionID automatically from TCK, the TCK needs to be written to the HltDecReports.

The list of events passing HLT1 was not being filled anymore. A new algorithm has been added to do that based on the HltDecReports.

HltDecReports are now always copied to the host

This is tested in Moore!664 (merged)
