Fix Velo and UT MEP decoding

MEP mode was broken for the Velo and UT decoding.

An additional test has been added that compares the data payload of Velo, UT, FT, Muon and ODIN banks between banks loaded from binary files and a MEP file with the same events and again for an MDF file and a MEP file with the same event content.

Three tests for the stack build have been added that run the same 10 events in binary, MDF and MEP format through Allen. All of these tests use the same reference file.
