Moving ECAL decoding and electron lines from hlt1_pp_default to hlt1_pp_ecal

To solve the current problem with Allen pipeline, we are moving the ECAL decoding and electron lines to a new sequence (hlt1_pp_ecal) just temporarily. Solving partially #277 (closed)
