full parametrised scattering in the ParKalmanVeloOnly.

Updating multiple scattering parametrization in ParVeloKalmanOnly with scattering from HLT2. The final goal is to have as close as possible IPChi2 for the same track in HLT1 and HLT2.

To do:

  • Pass the node type to the 2d computation (currently only VPhit-BeamLine) and add rf-foil in correct places.
  • Add sanity check on qop = 0
