Draft: First version of writing LumiSummary objects to output

The apparatus to write LumiSummary objects if they exist to the output - to be combined with @sxian's work in !743 (merged)

TODO as the format is not yet defined, the maximum size value in HostBuffers is a placeholder. This will also depend on the rate of the ODINLumiLine(s).
